"Set as Background" option not available - why?

Hi,

I have a client who is using IE6.1 in XP, when he right-clicks on a JPG image he doesn't have the option "Set as Background" available in the popup menu, however he can save the image (I assume all other options are also available).

Is there a reason why "Set as Background" is missing from the menu?
