"server license"

I am new to the whole MS Licensing deal. According to the MS site, you need to have a server license for each computer running 2003 server, in addition to a Per Seat license for each computer. Now I know how to purchase a Per Seat (they are calling it per device now, I think), but how do you get a second server license, so I can run it on two servers? Just buy a second boxed copy of 2003 server? Or is there a different way?
