"Send As" Option Working Intermittent

We have users set up to be able to send email as another user using the Send As option in Exchange. However, the problem is sometimes the users can send as the other person, however sometimes they cant. The problem comes and goes and no one is able to find any pattern. Microsoft was called in and they were not heard from again, I figure I should ask the real experts...you guys...any help would be appreciated...thanx

Being able to 'send as' someone else is a rights thing; an intermitant problem with this could point to a Domain Controller problem (I don't know though). Do you have any other intermitant problems which could be another symptom of the underlying one?
