"Save target as" as a Web Link

Hi all! Does any one knows how to make a web link of "Save target as"?
All of you know that when you find an image or a file in a web page that you want to download you have to click the right button of your mouse and then choose the "Save Target As" option and then will appear the common dialog save box.
Does any one knows how to open the common Dialog save box directly trough a WebLink, without clicking the right mouse button.
Thanx for your help!
