Whenever any of my users utilize Outlook Web Access to send messages the recipient gets a "?" at the very top of the body of the email message. Any help would be most appreciated.

Every time I've seen this issue, it's been a mismatch of character sets or language versions between server and client. In the case of character sets, it's usually because the server is installed with the US english version and the default character set, while the client is using Windows 1252. In the case of language version, the server is running using english and the client is IE 5.5 or above and installed with a language that requires UTF-8 encoded Unicode. An example would be Japanese, Korean, or Chinese.

If language set sounds like your issue, try setting HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeWEB\OWA\UseRegionalCharset

to a value of 1.
