"publishing" to web server

I'm a new webmaster of a church based website. I have a folder on my local drive that contains the content of my site. For weeks, I've been using a separate FTP program to transfer the constantly growing site contents to the web server which does not (yet) have Front Page file extensions. This has become cumbersome, to say the least, finding all files affected by my edits. In an effort to better manage, I started using the FTP provisions in Front Page. When trying to use the "publish" feature of Front Page 2002, it creates a remote folder in the same name as the local folder and transfers all of my content to it instead of the root. Is it a function of my C: drive folder type, or what? Desperately seeking help.
