"Prompt when viewing" ineffective

I use Crystal Reports with a universe. When I create a report with a prompt and save the report with data to the CMC then try to view the report in InfoView, I get prompted only the first time I view the report. After that, the first value in the LOV is used to answer the prompt. If I then refresh, the prompt appears as it should have when it was viewed. The parameter's default value has "Prompt when viewing" checked.
I am always prompted when viewing if I save the report without data then assign a default value to the paramter.
Any ideas as to what is wring?
