"POP3 Server: File cannot be created" in Domino 8.5.1

My Domino 8.5.1 FP3 server serving around 500 pop3 user at the moment. And now, the server randomly having the "POP3 Server: File cannot be created" error message in the console. POP3 users get the same error msg in the email as well. I found that there are hugh .tmp files that are the orginal incoming emails stores in server temp folder and cannot be converted to pop3 email msg to users.

Anyone have such experience? Would that be any performance issue on the server configurations? How our server is DL180/20GB Ram/700GB HD.
