"page has been updated!" application...

Im relatively new to director, but need to develop an application that

1) can be downloaded and installed to the users machine

2) checks to see whether either

a) a daily entry into an access 2000 database has been modified or

b) whether an asp page (drawing data from the access 2000 database) has been updated.

Whats the best way to go about this? Anyone have a working example of how to achieve this with Director 8.5?
