"Page by email" not working in IE 6.0

I have a 2 users who are not able to email a web page by clicking on FILE, SEND, Page BY EMAIL. Normally when selected Outlook is opened and generates a new email containg the selected web page. Now when it does nothing, not message of any kind. I have tried everything from reinstalling IE to reinstalling Outlook. I have made sure both PCs are fully updated. The only thing I have not done is a reinstall of Windows XP. Any thoughts?

Probally have already done this but just in case since I dont see it mentioned thought id say it just in case.

open internet explorer, go to tools then internet options, click programs and make sure outlook express is selected for email. If that still does not work click reset web settings. let us know if you have tried this or if this worked.
 
Is all other e-mail behavior normal? Like clicking on a mailto: link in a web page? How about when sending a simple notepad text file via right-click, Send To, Mail Recipient?
 
I have gone to tools/internet options and made sure Outlook was selected for email, and I reset the web settings. All other browsing activity appears normal and when I try clicking mail likns it works fine. RIGHT CLICK, SEND TO, MAIL RECIPIENT does the same thing as SEND PAGE BY EMAIL.
 
With Outlook closed, run the fixmapi tool. You should find it in the \Windows\System32 folder.
