"Oracle software downloads are free" ?

Hello everyone,

I am new to Oracle. In the Oracle download page

http://www.oracle.com/technology/software/index.html,

it says "All software downloads are free, and each comes with a development license that allows you to use full versions of the products only while developing and prototyping your applications."

It means that I can download the Datebase, Application Server and JDeveloper without fee, that allow me to learn them at home? Or is it only the trial version which will be expired in a certain time?

That are full functional versions without any differnce from commercial products. But also without any support from Oracle and without any right to use the results of your developing.
