"Number of Passwords Before Reuse" not working

Hi, I'm running AIX 4.3.3 and it's come to my attention that
the setting that specifies how many passwords are remembered
before a user can re-use an old one has stopped working. Smitty settings show that the count is set to "5", but the user is able to login immediately with his prior password.
Any suggestions on what could has done this? Everthing else is working fine.
 
Perhaps someone ran `pwdadm -f NOCHECK userid`, which is what I use these days to circumvent silly security rules. I can't be expected to remember passwords for If the user can do that, however, his password-reuse will be the least of your worries.
