"Not implemented" error message when creating frame on UserForm

I've been trying to create a frame on a UserForm within Access 2003. Other objects are created normally, but the Frame comes back with the error message, "Not implemented".

I've included a screenshot with this post. Does anyone have a clue why I'm receiving this message?
 
What, exactly, are you trying to do? A bound or unbound frame control containing an image?

It's a frame on a UserForm, not an Access form. So the issue of bound or unbound does not enter into the question ...
