"no signalling connection" error on 4610phone

I have an error message that I can't find in documention showing up when the 4610 phone is trying to register with my Definity CSI Server running CM 1.0.

I have about 40 other phone running perfectly and have never seen this error before. They get an IP address from DHCP, they hit the TFTP server, it asks for an extension and password and then gives the error "no signalling connection". Any clues?
