"No Security" but still can't combine

I want to combine two PDF files. I try to combine them (Create PDF-->From Multiple Files), but when I try to add the PDF I actually created myself, it tells me that it is protected. I have checked it, and it has no security settings, so I don't know why it won't combine. The other file, that wasn't even created by me (but my company in the past), has no problem combining with other files. Does anyone know why this is?
 
Is the file protected in some other way on your computer?

For instance, we use Macs. Any file can be locked, or permissions can be set for that file. If we do that, the pdf will not combine.

Try this, Open both documents and slick on the pages pane so it shows. Select the pages you want to insert from the second document and drag them to the pages pane of the first one. That will combine the 2. Then save.

Using OSX 10.3.9 on a G4
 
I just tried that, and it won't let me move any of the pages. I can't even change the order of pages in the same document.
