"No Routes Found" Male voice recording on outound calls

We have a couple users that are receiving a recording out outbound calls to a couple numbers. It's a male voice that says "No routes found" and then either the call disconnects or it will eventually complete without a ringback tone.
I have searched the internet and see this has been around since at least 2011 but have been unable to find a solution or explanation on why it is happening.
This just started happening this week and the numbers can be called from our office with no issues. You can Google "no routes found" on youtube and hear the recording.
The carrier says it is not them. Shocker.
Any ideas?
 
There is nothing in the IPO that will do that, so there is that. It has to be a carrier issue at some level.

It's a pretty standard message from Internet Service Providers for when they are having technical issues or capacity problems.

Stuck in a never ending cycle of file copying.
