"No Resources administered" when running measurement report to send to email.

I am using Avaya Site Admin version 6.0.07 SP8.02. Whenever I attempt to run a report (list measurements ip dsp-resource gw summary yesterday) to send to my email. It comes back w/a Failed state and a status of "No Resources administered". If I run the command in GEDI I am able to. Just cannot run the report. Does anyone have a clue of what is happening or what I am doing wrong? I appreciate the input.
