"Moving Graphics" Flicker--Downloading Flash & Shockwave did NOT h

While viewing internet sites with what I call "moving graphics" (I'm sure this isn't the correct term), those same graphics sections of the sites flicker while the action in them is happening.

Also, my mouse's cursor seems jerky and delayed. I've tried downloading (again) the newest copies of Flash and Shockwave, but they didn't help.

Is this a video card driver problem (which I've reloaded) or something else?

I've recently had to reload IE6 and Win 98. Could this be the problem?

I recall seeing something like this a while ago, and best of all, I've found the thread for you:

The only thing I would add to that is possibly reset the ADVANCED tab in IE-TOOLS-INTERNET OPTIONS back to default, otherwise I would agree with the posts. Smash forehead on keyboard to continue...
