There may be a better way, but open OE, click on New Mail and without filling in anything, save to the desktop with a suitable name. Double-clicking then brings up a new mail ready to fill in.
To do this, first open Outlook and start a new mail,
but dont put anything in the subject or any addresses in
the To: field. Then go to File > Save As, and save it
on your desktop as new.eml Then close outlook and when
ever you want a new mail open that and then write it. If
you close it without sending it will be saved in your
drafts folder and you will still have a blank message on
your desktop.
Another way to do this is if you are using Win98 turn on
active desktop and create a link on your desktop to a mailto: Jay~
