"macros in this process are disabled" - error

I keep getting this error when I close my 2003 SP2 installed outlook. A visual basic labeled box comes up and say "Macros in this process are disabled. Please refer to the online help or documantion of the host application to determine how to enable macros."

I have gone under Outlook to tools/macros/security and it's level is set at medium.

If I open word, I get the same message. do I have a corrupt normal.dot template? How can I fix this?
