"Low System Resources" When Starting AI - HELP!!

Hi all...
Here's my problem -
Before I start AI, my system resources (according to my handy, dandy "System Resource" meter) are: System 57%, User 57% and GDI: 67%.
As AI is booting, the meter doesn't change at all. But as soon as the splash screen goes away and the actual application comes up on my screen, the resources drop drastically! System 7%, User 7% and GDI 61%. As soon as I try to open a project, the numbers drop even lower and thus, it's almost imposible to save anything without crashing.

I'm using (or trying to use) AI 10 with Windows 98SE on a P-III 550mhz with tons of RAM and plenty of HD space.

Can someone please help me before I pitch this machine out the window in a fit of frustration...

Oh, and I have tried removing and replacing the AIPref file with no success...

have you tried stopping all unnecessary processes before starting AI?
 
Yes. I don't have anything else running... Well... that's not true. My Norton is always running and I usually don't shut that off to run any programs.

BUT... should that make a difference? I mean, the real question is, why do my system resources go from over 50% to less than 10% by just launching one program?
Is there a reason this happens?
Is this common?
Am I doing something wrong?

I hope you did try
Menu: Edit->Preferences->Plugins&Scratch Disks->Primary.
May be you are running short of space on the partition in which you have AI installed.
