Local Policy does not permit you to log on interactively"

I am getting this message every time I boot my computer and I am not able to login; not in normal mode, neither in safe mode.

I am NOT in a domain environment. I have several computers set as a workgroup and this is one of them.

I am pretty sure I did not change any settings on this computer, so I do not understand how this happened in the first place. Could this be a virus?

I would appreciate your help. Thanks.
