It does depend on if you are experiencing (or you think you are likely to experience) any of the problems that the patches resolve.
I would suggest that you download each patch and read the associated "readme.txt" files and see what you think.
Remember that CD has not regression tested these Hot Fixes. They gaurantee that the described problem will be fixed by the Hot Fix but they do not guarantee that the fix will not cause other problems. This means that it is best to try the patches on a test system before loading them on to your production server.
With regards to the installation order I was told by a CD technician that the WCS patch should be installed first then the APS patch and then the remainder in any order. He also suggested two other patches (1) ce80sdk.zip and (2) dbexdrvr.zip (this one is available via the CD Support Site downloads area).
Remember that the WCS patch should also be installed on your web server if it is separate to your other CE components because it updates some of the ePortfolio javascript files and some of the web server interface files.
