"Groups" for Rules? (ms outlook 03)

I have a billion Rules in outlook 03. It is nearly impossible to organize them, or keep them in the order I want. This is really pissing me off....

Is there some way I can 'group' Rules into little sub-sections? How about an easier way to move rules around other than the up arrow and down arrow?

ugh. I love rules. But I hate getting them to do what I want simply because of these issues...

How do you guy sorganize your rules/ i'm sure someone must have as many rules as me. How to keep them in order???
 
Too many rules is a sign that they need to be reviewed and/or reorganized. Remember that the 'criteria' for mail rules works on the wildcard principal. Also, think very logically - sometimes it's easier to catch what you do want and discard everything else, sometimes it's best to work the other way.
 
I have an Exchange server. So I don't need rules. ~1500 messages a day - 0 rules. I do filter some items from getting to my Blackberry and my iPAQ, but that's configured in their respective software. Combined there's less than a dozen rules.

Also, how do you filter things from getting to your blackberry? nothing I hate more then getting junk (or just annoying mailing lists) forwarded to my PDA...
 
Wildcard concept:

Move messages with @ in the From field to folder1

This should catch every message that's from a legitimate address.
