"General" Tab Missing in Internet Options

I just got a used machine running XP Pro 5.1 and wanted to change the home page and disable Tabbed Browsing. But I don't have a General tab in TOOLS->INTERNET OPTIONS. The first tab is Security . What happened to that tab?

IE = 7.0 XP = 5.1 SP2

I checked Microsoft's site. They have a lot of issues with missing tabs for many different reasons, including bad registray entries, but nothing about the GENERAL tab. Any ideas on how I can get it back?

Re-installed IE 7 and made no difference. I found out that the other machines built with this image have the same problem. Any ideas?

Sounds like it could be a Group Policy issue. Does it happen for you, or for all accounts on the computer?
