"Full Port" message on DT700 phone on SV9100

I'm in the middle of setting up a new building space with a new SV9100. It came with 17 IP phone licenses. So far I installed 13 phones. I've programmed up all phone numbers in the system, and as I'm going along and plugging in the new phones, they simply come up with the next number available.
But yesterday, I started getting the above message on the next phone I plugged in. And the next one as well. I need to make 2 more phones work, and supposed to have 2 extra licenses left after those. I can't figure out what could be causing this.
The system came with a blade that has 4 analog ports. There were 4 analog lines programmed on those ports already, so I unprogrammed those, but that didn't resolve the problem.
I also have voicemail in that system, but I don't know if that's relevant here.
I'm not sure what other information could I provide here as I don't even know what else to look at.
But please, let me know if anybody has any ideas.
 
I'm thinking 4 port. Voicemail and that's it for your licences! But I could be wrong.
 
So I should go ahead and cancel some voicemail lines?
 
Or should I pull out the analog line blade?

There are 17 IP phone licenses
13 IP phones are working
16 IP phones are programmed

I went to PC Pro (as opposed to web pro), and saw the extra 3 numbers that I've already programmed as unused. Under the filters tab, there is an option to list the unused lines and there I assigned the 3 numbers as IP phones. The I applied the changed and even uploaded them to the phone system.

Still, on the next attempt, the IP phone said "full port".
So I don't know if I just didn't assign those last 3 numbers correctly, or there is something there that prevents the phone from using the next IP phone number - maybe due to licensing issue or something else.
 
Were any of those phones plugged in during testing then unplugged. The MAC address could be retained thus thinking you have all of your IPP licenses used.
You may need to delete the MAC addresses in the program to release the phones.
 
I believe Belevedere is correct. At least on the SV9300 I have to use commmand 1290 to realese the MAC address for it to release the number itself.
 
During testing and initial setup, I only had 3 phones working. Those 3 phones were the first ones to work on-site, and then later the rest was being added. Each new, additional phone came up with the next available phone number automatically. Until I reached 13, and started getting the "full port" message.
So there aren't any phone numbers that have MAC addresses associated with them that could be released.
 
I'm not sure if this applies to the 9100 but on the 8100 you had to have an ME50 in order to program IP phones above port 64. Otherwise it would produce the "Full Port" message.

You have anything above port 64?

ETA: Oops, looks like no ME50 on the 9100.
 
How can I determine that? I have remote logon, so I can just log on and check. But where would I see it?
 
Ok, I exported that report in csv. Now I got a nice excel sheet to look at. I apologize for my ignorance, but I don't know where to look for S or E.
 
Thank you for your help. Unprogramming the analog lines and removing the board solved the "Full Port" problem.
