"Freezing" position of text on a web page

I know the setting is a click or two away but I can't remember or find it.
I am using Frontpage 2002 for my website. I just designed a new page. When the windows is resized (in preview mode or in browser) the text shifts around. If I move the right side of the page for example to the left, the columnsgo from say 2 " to say 1" or less.

What is setting to change so that no matter how much I resize, the page stays the same

Set outer table width and columns widths to pixels, not percentages. Maybe 750 or 765 for the outermost table.
