"Failed to Access IIS Metabase" (ACL script did not fix)

Hi all,
I'm getting the above error on my local machine's webserver.
It's Windows XP, IIS 5.1.

I googled this error and got all this stuff about a metaacl.vbs script, which I downloaded and ran using my user, the domain users group, and finally Everyone. I still get this error.

So can anyone tell me how to get this resolved?

Along the same lines, isn't there an easy way to tell my local IIS that it is *not* exposed to the outside world and I use it only for testing and I just want to run it without having to bother with permissions at this time?
