Check the environment variable SYBASE if it is not the one you want.
Check the LANG parametre and see the value to which it is set is there in locales.dat
Using locale name which is not defined in environment variable LANG can also result in this problem
1.Try adding "set LANG="
2.check for the environment variables.
We found a environment variable by name LC_ALL which was set to EN_US which was causing the problem. We removed the definition of the variable and the dsedit went thru fine with the default settings
