"Error-operation failed - general mail failure"

I am using Microsoft Outlook 2003 and Excel 2003. I fill out my excel spreadsheet (which is actually an excel template) and select file - send to - mail recipient as attachement. I get the above error. I think this maybe is an Outlook error but I'm not sure.
