"Dropping" calls after a couple minutes at random.

Hello all,
We have 5 lines on our system that are used for incoming/outgoing. Randomly, each one will have a small amount of static a couple minutes into the call and we will be able to hear whoever is on the other end of the call, but they cannot hear us. Does this sound like a phone company issue or internal system issue.?

Sidenotes:
We just went to an IP Centrex solution about a month ago and this is the first major issue since that turn over from standard old copper.
I reset the PBX, by pulling the power from the UPS, and when it came back up, the date and time were wrong. April 27, 2013. I only had the system unplugged for about 20 seconds. This Im assuming has to do with the Cap on the board failing. Could this have any effect on what is happening above?

If I do an extension to extension call and let it sit for a couple minutes, the above doesnt seem to happen. This makes me think it is an external or IP Centrex issue. Thoughts?

Sounds like 2 different issues
Time not holding and static on the lines.

Simply call in a tech to test your lines with their test sets.
As for Time your system maybe having issues with its capacitor.

I assumed the Cap issue wasnt feeding the first issue, but glad to have it confirmed. Ive heard that Cap can be a pain to change but havent looked into it yet. I am proficient in laptop motherboard component repair so Im fairly sure I should be up to the task.

Im assuming, once again assuming... , that the telco company will just come in with linemen sets(is that what they are called) and bypass our internal system which will tell the which side the issue lies. Has anyone hear of something similar to this happening before? Curious what their fix might have been.

It happened to me, but it was two separate issues.

Static on the line

When the customer answered or made a call on Line 3, it was good at first. But, as the seconds went by, there was more and more static. After a few minutes, there was so much static that the parties couldn't hear each other.

I connected the line to another port of the trunk cartridge. The problem followed the line. I called the telco. They came in, tested at demarc with the same result. They ended up replacing something at the CO. Problem solved.

One party can't hear the other

When the customer answered or made a call on Line 1, the caller or the callee could barely hear him. However, the customer could hear the caller or the callee just fine.

Once again, I connected the line to another port of the trunk cartridge. The problem stayed with the port. I replaced the trunk cartridge. Problem solved.
 
The telco came out and tested with a linemen set to have the issue persist on each line. So at least my end is OK. They speculate it is a QoS issue and are going to try and fix it. I will post again with the final solution.
