"Don't run Windows applications" broken

I am trying to use the "Don't run specified Windows applications" policy on certain OUs on my domain. If I enable this policy at the top level of the domain, all the programs that I specify are blocked, no problem. However, I cannot leave this policy active at the top level... but whenever I enable it further down the domain tree..say, two or three OUs deep, it is overridden by something and only some of the programs I specify are blocked. I have traced the policies up the domain tree, but have not found "Don't run..." policies enabled at any other levels. And because I didn't originally set this domain up, I don't know where else something would reside that is overriding my settings.

Can anyone offer me some advice?
