"Detect network settings" does not work

I cannot get a windows 98SE machine with internet explorer 6.0 to connect to the internet. I can ping sites by name so I know I can reach the DNS server, but no luck reaching the site with the browser. The machine did have problems that I fixed by reinstalling windows. I have already removed the wsock32.dll and winsock.dll programs and reinstalled windows again, but with no luck. Any suggestions.

Go to Tools, Internet Options, Connection and check for a proxy server. Disable it.
