"Could not create; no modify design permission for table..." error!

When attempting to open a database in Access 2002, I get the
error, "Could not create; no modify design permission for table or query 'MSysAccessObjects'"

What is causing this?

This MAY not be the cause of your problem, but check the security permissions of the folder that this Access DB is stored in. If you are in a networked environment, your account will need sufficient access to that folder to be able to modify objects in the database.
