"Connection not available" message pops up in IE 2

Please help! Ever since I set up a home network, when I start IE a message pops up saying that there is no internet connection currently available and presents me a choice of trying again or working offline. Clicking "Try Again" fixes it, but doing it every time is annoying nevertheless. How should I go about fixing this?

I have found this in practice nearly worthless. The Winsock "fix" I recommend in the FAQ is based on a different MS KB article:
The FAQ "fix" contains a virgin set of Winsock and Winsock2 entries.

. If you remove some common spyware/adware/malware you might find, even using the "fix" above, that you still have connectivity issues. There are some Winsock2 level issues that may require an additional repair step:
