"complete" soft key not working on certain calls.

strange one. We have an SCN. Site B operator cannot always use the "complete" key when transferring outside calls to site A.

This seems to be only on certain groups on Site A. Extensions all seem to work fine. And if she just hangs up, it will complete the call. So why only certain calls wont work?

 
It is a good idea to give the version and such. Makes it easier to correlate a version issue. Haven't seen this one yet in our customers, but others have posted about this sort of problem.
