"click to activate and use this control" fix for 100%

I am using Flash 8.
I followed Adobe's fix for this and it works.
If I set the width and height to a hardcoded value, it works. If I set the width and height to 100%, it defaults to the size of what I created the swf file.
How would I set the .swf to Width 100% X Height 100% ?

Slept on it and realized what I was doing wrong.
I had

'scale', 'noscale',

I changed this to

'scale', '',

And it is scaling properly.
