"Class or type not found" error

When starting lotus notes, user get error "Class or type not found: JUNKRULES" Then, when I go to Actions --> Rules to check the users email rules, I get another error "Duplicate Public name S in Use module BlockUserRule". The user has only been using it for about a week or so. I completely uninstalled & deleted the registry keys, and reinstalled using the same id file. No dice. Deleted the Cache and Desktop6 files. No dice. Ran nfixup and nupdall. No dice. Any suggestions? I am on Notes 6.5.1.

I got this off the IBM website: JunkRules is a class that should be available in the script libraries of an R6.5 design template. Make sure that you are using that template. If so, try refreshing the design of the database. If not, try replacing with an R6.5 design template...
That's all fine and dandy, but I'm a Lotus newbie and know nothing about what any of that means.
