"charge payment required" help!!!

Have micros 3700, and out of nowhere this error message "charge entry required" started showing up when trying to issue a gift card. As I was troubleshooting the problem, all sorts of other problems started to happen like showing s SIM/POS inquiry error message on the POS screen when trying to redeem the gift card. We use third party, not GSS, and I have just reprogrammed the SVC from the beginning only to have the error message still popping up. SO at this point I cannot issue gift cards, please help!!!
