"Can't connect to the Cluster Manager" on Windows 2003 IIS6 1

Hi
I keep receiving the following error in Webi Admin tool, "Can't connect to the cluster manager". The host server is running W2K3 and IISv6. Most of the virtual directorys and website had to be added manually. Webi access is fine it's just the admin tool will not load. I know this is not yet supported on W2K3,I have attemtped to use the W2k fixes listed in this forum but they make no difference.
Does anyone have any ideas ?
