"Cannot insert a graphic"

In both 10 and 11 my users are unable to insert a gif or jpegs into a WP doc by clicking on insert>graphics>from file.. they receive an error "Detected file format not supported"
I did find a long way around the problem. If I save the gif or jpg as a wordperfect graphic then WP will find it just fine.

The problem may be related to which converters were installed. However, I have seen some other postings on this subject that might contain more useful answers.
