"Cannot find file" in NT 4.0 SP6

Having an issue with a script that calls an external .CMD file. The script creates a .CMD file for later execution. When it's time to execute, even though a file check begins the block, an error "cannot find file" appears on NT 4 server.
Check and the file is being created and is in the directory and all internal commands have been placed perfectly.

The **SAME** script works fine in 2000 server. Does anyone know what's going on?
