"Branding a new Sharepoint Portal....."

Hi,

i´ve tried to design a Sharepoint Portal Server by using the following instructions.

Although i think that i have done everything described in the article, there must be a few things i forgot.

The problems are, that the new header is not applied to every site i wish.

In all subdirs under „topic“ – no problem

In all subdirs under „Actions“ – header is not applied

Add listing,
create subdir,
upload document,
change settings,
manage portal site
have all the old header, but with my custom css file


manage users,
manage content
have the new header but without any css file



I have changes all default.aspx files without:
.../TEMPLATE/1033/SPSMSITE
.../TEMPLATE/1033/SPSBWEB
.../TEMPLATE/1033/SPSSITES
.../TEMPLATE/1033/SPSPERS
.../TEMPLATE/1033/STS/DWS
.../TEMPLATE/1033/STS
.../TEMPLATE/1033/MPS

In these sections i have not found the part to change..
