"An error occurred while signing" - What's sign file? 1

Colleagues,
I have never seen an error like this:

What happened was that, this morning, I hit F5 in the VS 2019 IDE to run my program in Debug mode, and - boommmm!!! This above error popped up!
It never happened before, and it worked perfectly just yesterday evening.

The "Show Help" link brought me to here:

which is of no help 'coz I don't know what this "sign file" is...

There's another phrase on this page (

"Make sure the signing tool is installed; it's installed with Visual Studio."
If it was installed - where did it go? I didn't do anything to install or uninstall anything lately!
So, my questions are:
1. What is "signing file", and where it is located (VS 2019 is installed on my Win10 Workstation locally);
2. What is "signing tool" this help article talks about?

Sounds like a certificate has expired, as they do.

This page, StrongM, didn't help. :-(
I opened the Project/Properties window, and this is what it showed (I had to "redact" the "Issued To/By" entries as a security measure - I hope you all understand):

Those redacted entries are domain and my User Name, and they are identical. I do not know how it happened, because VS 2019 was installed out IT Service department.
Moreover, what's strange is that the expiration day shows last Friday (Sept. 16), however I could run Debug w/o any problems yesterday, Sept. 19...

Now, my next question: which of these red, blue or green buttons I need to try to renew this certificate?

P.S. I know practically nothing about this certification business! Just that these certificates do exist, and they are to verify your identity... right?
