"All circuits are busy" using PRI

We're on a PRI through a NORSTAR MICS system. One of our users has been receiving an “all circuits are busy now, please try your call later” error when attempting to dial out.

Our service provider, cBeyond, said they suspect that when we converted to PRI, these direct lines were not setup properly, and those that dial out from a direct line, fill the trunks in ascending order, not descending, therefore if an incoming call is received at the same time an outgoing call is being attempted, we get that error message.

Our phone vendor says that they don't think that is the issue. They said the “all circuits busy now” is a message from the carrier and that we would not hear that message from the phone system. What their describing is “glare” which is when an outbound and inbound call are seized at the same time. They also said that the Ascending and Descending set up is important but would really have nothing to do with the error message. Also the fact that it is user specific leads them to believe there is something else going on and that if it was an issue with the PRI, it would be experienced by everyone using it.

Can anybody shed some light on this?

i totally agree with your vendor. the pri is getting out to the public network. did this issue just start?
 
Sounds like it could be a public OLI issue. Maybe the CO is rejecting the call based on his OLI. Might be a norstar, might be a CO issue.
 
Sorry, I forgot to note, it is intermittent - it does not happen everytime.
