"0" mailboxes in mm 5.2 mss server. Mas has 1000 mailboxes licenses

I am installing mm5.2 on s8800 servers. I have install patch mm520500 for now. I have loaded my xml license and can confirm that the weblm is in normal mode. My mss has the has mm520500 patch loaded.
I did see on one of the threads that there was something about a bug 2038, and that we had to change something
C:\avaya_support\scripts\CreatNInstallCert.cmd.
How do I change this as this is a cmd?

On the MAS you should be able to go to Run, then type this command
