In an ead/eas-mia environment, why is it when you offer a call in queue (collect x digits after announcement) the option to goto voicemail/ wait in queue, the call get put at the end of line in queue? Or does this have no affect on the call's place in queue?

as long as you are not requeueing the call then asking the caller if they want to goto voicemail or continue waiting then the callers position in queue is not affected.
