When a pc is plugged into a network port is unplugged and a different pc is plugged in that port will it take on the ip address of the previously plugged in pc? Iow, does the port provide the ip address?
 
Under the assumption that you are plugging into a network supplied from a DHCP server the IP address may be the same but may be anything within the pool of addresses that it is to supply.

Do you know what it points to when a port address as an additional 4 digits, such as for instance...
192.168.0.210:1234

Specifically, it's an instruction where inside Windows Media Player open a url...the ip address above.
Wish to understand it...

I think you are operating under a false assumption. The port most likely will not give out he same IP address which would be handled by your DHCP server not the switch. I say most likely because DHCP lease have a time to live and it is usually set in hours.
