I have an analog phone on my HP4Kv6 that has power, but no dialtone. In the system, it shows status as READY/CP. I've looked through the books, but haven't found that one. What does it mean? Thanks!

It is 'off the hook'
The CP means that it is 'call processing'
Check the phone/cable

Glad you got it sorted.
I have found that if you leave an analogue off the hook for a while you have silence.
You hang up and it takes about 15 seconds for the system to realise that it is back on the hook again.

The weird thing about this one, is that the phone was hung up. I tested it over several days where I would pick up the handset, "hear" voltage but no dial tone, hang it back up, and check it the next day after verifying the status in the system hadn't changed. I picked it up yesterday and it was fine. I repunched the cross connects anyway as I was wondering if one of the legs had some sort of intermittant contact. Oh well.
