quick question on best technique

Hey there,
i have about 250 documents i need to be able to display to people but they are seperated into sections like this:

section 1
section 1a
document 1
document 2
section 1b
document 3
document 4
document 5
section 1c
document 6
section 2
section 2a
document 7
etc etc

what i would like to know is what is the best way to display this information on a website. so that it is easy to manage becuase sections may change and documents need to be deleted from the structure or added to the structure.
is there some kind of control or add in i can use that will make it easy to display the contents of a folder on my web server?

how would you tackle this problem?

Are you using server-side coding (asp)? I've done this in asp very easliy. If that solution would work, let me know and I'll giv eyou some code...
